The City Laws

Please keep in mind that these are purely IC laws laid down by the City of Lismore and is applied to the City and it's surrounding lands, unless stated differently.
Breaking these laws only results into IC consequences, for the Sim rules please refer to the General Rules notecard.

Sentencing are done in IC times, 1 day in RL is 6 days ICly.

The City of Lismore is a multicultural trading port city located in it's own seperate dimension where people of different cultural background intermingle. With such diverse population, these laws are designed to allow individuals to maintain most of the customs they are familiar with, within reasonable levels for multicultural social co-existence. Regardless of their background the following rules apply for everyone.

The following laws are typical punishments, but the city authorities may always alter them to be more or less severe based on the nature of the offense and whether or not the perpetrator is a repeat offender. Those sentenced should have the right to escalate a guard's, magistrate's, councilor's, or other party's decision to the City Ruler, but needlessly appealing appropriate sentencing may carry additional punishments.


Section 1: Murder

You may not intentionally kill, attempt to kill, or arrange for the death of any sentient being or animal without the express permission from the City Ruler or his designated representative. Permission will typically be granted to allow for the hunting of known criminals or honorable duels to the death.

The sentence for murder can include any or all of imprisonment, physical punishment, lost of rank and property, indentured servitude, slavery, and death by execution.

If you have killed someone, be it intentionally or accidentally, you will be apprehended and imprisoned until your case is handled by the higher ranking authority of the city. Self defense against a threat that clearly could result into your death is an excusable reason to kill someone.

Having someone kill for you such as a mercenary or assassin, will result in both the hired person and yourself to be apprehended and imprisoned, Sentencing will be dually applied to the hired person and the one hiring the person.
   
Duels to the death are an exception to this rule, however they may only be held in presence of the City's Authority, under permission of the City ruler. As well as that both parties have to both consent to the duels. Duels to the death are always held within the City Arena.


Section 2: Weaponry

Melee and ranged weapons should remain sheated at all times within the City. A weapon may only be drawn in defense and is purely used in defending yourself. Drawing your weapon for any other reason, or carrying around a draw weapon will result into your weapons to be confiscated for one month and be fined a 50 silver coins fee which they can pay upon retrieving the weapons. Not paying the fine will result into the weapons to remain confiscated until the fine is paid.

Repeated offenses will result in your weapons being taken permanently and banishment of carrying any weapons ever in the City again.


Section 3: Theft, trespassing and vandalism

Theft is defined as taking the property of another individual without consent or authorization by city officials. Destruction of property is treated much the same as theft with the exception of slaves and livestock; destruction of said is considered murder as per Section 1.

In addition to being compelled to return or replace the stolen property, those guilty of theft will typically be subject to one or more of the following punishments: fines and financial compensation to the victim, public humiliation, imprisonment, public service, branding, or removal of one or both hands.

Trespassing is defined as being in a non-public area without permission. Typical punishments for trespassing include fines and financial compensation to the victim, public humiliation, imprisonment, and public service.


Section 4: Slaves and Slavers

All City laws apply to slaves. Slaves are also subject to rules imposed upon them by their owners or their owners' designees. Slaves may be punished at the will of their owners or owners' designees so long as punishment does not violate city law.

Slaves are allowed to wander the City unaccompanied, in free time or when running an errent for their masters. However slaves should be identified as slaves either by wearing a collar around the neck or other easily identifiable marks like tags or brands. Unmarked slaves may be confiscated by the City and their masters will be required to pay a 50 gold coins fine in order to retrieve their slave.

You are not allowed to physically or verbally mistreat another person's slave without their valid permission. Offenses like these are dealt as property damage, or even as assault depending on the severity and offenders may be required to compensate the slave owner for the damage, and/or even be sentenced for assault.

Capturing free individuals with the intent of enslaving them shall be considered assault.


Section 5: Assault

You may not physically assault someone, be it through fighting, kidnapping, rape or even a prank. Assaulters will be apprehended and imprisoned, sentencing varies from jail time to physical punishment or even execution.

In the case of a slave protesting against his or her status, then evidence must be provided that the slave's owner has the right to own them, failure to present such will be then considered kidnapping and sentenced as such.

Verbal assault is forbidden, upon committing verbal assault the person will be requested to leave or forcefully removed. Resisting such will be considered trespassing and be dealt with as such.

Sexual assault, as defined as harassment, intimidation, or rape, is forbidden. Punishment will typically be severe; in addition to the standard punishments the City levies for crimes, sexual assault can be punishable by banishment from the city, castration or neutering, and possible execution.

Mental assault, including but not limited to the use of magic or drugs to compel a victim into action or inaction, is forbidden. Reading a person or slave's thoughts without permission from the person, slave (or their owner) is also considered mental assault. Mental assault is considered a grievous crime, and is also punishable by banishment or execution.


Section 6: Jurisdiction and Authority

People within the territories or facilities designated to be owned by either the Zenko or the Temple, are within their respective jurisdiction and therefor subject to their rules therein inclusive with the City Laws.

Zenko soldiers and officials, as well as Temple scouts and officials hold the authority as Keepers of Lismore and are of equal authority as the City Guard and are allowed to handle situations as a valid law enforcing officers.

City Guards are given the authority to make on-the-fly judgment of a situation and act as they see appropriate to uphold the peace and City laws. If a City Official is found to abuse this authority, proper punishment will de determined by the City Rulers.

The City Rulers hold the authority to make judgments when dealing with situations that is not explicitly noted in the City Laws, council may be held and the City laws may be updated if necessary.

Falsifying documents or currency, or falsely claiming to act under someone's authority are considered severe crimes and are punished to great extent. Likewise impersonating a City, Temple or Zenko Official by any means is considered an even worse crime and will be punished more severely.


Section 7: Estate

The islands that surround the City of Lismore belong to the City unless specified otherwise. All laws made out by the city applies to these surrounding islands and belong to the City's Jurisdiction.

The two islands floating above the City are territory belonging to the Temple, the manasprings on the island behind Zenko belong to the Zenko and the main cavern directly underneath the City belongs to Phoenix. Their rules and jurisdiction apply to these territories along with the City Laws.

Any digging or mining requires permission and a permit of the City Ruler, permits cost a fee of 50 gold. Permits do not mean you own the land, you are simply allowed to dig or mine with the City's permission, any finds of value that may result into claims of land require land to be bought from the City, or given a 50/50 share to the City of any value that is found.

Digging or mining without a permit will result into being held accounted for trespassing and vandalism and will be dealt with accordingly.


Section 8: Miscellaneous

Merchants require permits to sell within the City, they can be gained for a small fee of 5 silver from the City Ruler. If a merchant wishes for a stand, then a monthly fee of 5 gold per month will be required to lease a stand. Merchants are allowed to set their own prices, provided they do so reasonably, exaggerated prices may result into loosing your permit.

Taxes are applied to any wares Merchants are selling, they generally range from 5 to 10 percent of the sold wares depending on the items.

Bounties are generally only posted by the city, warranting people for their crimes, civilians may not post their own bounties and must seek permission with the City first before a bounty can be posted. Likewise bounties from foreign regions of people whom may reside in Lismore must first seek permission of the City before they can post a warrant or even capture said person.

Mind the law of Reciprocal, do not do to others what you would not like to have been done to you.

Appended the following to avoid laws being missed when viewed:

I hereby declare that any creation of life that is not through natural reproduction and birth, as well as the act of necromancy is forbidden and banned from our lands.

Anyone experimenting, practicing or creating life through the means of alchemy, magic or other unnatural ways, or preforming necromancy, will have their studies and work confiscated and destroyed and the creator will be apprehended and trialed.

Those seeking to practice acceptable forms of the art, such as communing with spirits, and other means which bring no harm to anyone living or dead, may apply for a permit to practice their craft with the city authorities!

Resurrection of the dead, animation of corpses, and such practices are still forbidden!

By order of Empress Ewyllyn Fu Sheng.
Vampirism -- i.e the state of being a vampire -- is hereby forbidden and considered a major criminal offence.
Vampires are forbidden from entering the empire and, if caught doing so, will be subjected to the same punishment as the vampires already present within.

The punishment for vampirism is unequivocally banishment, though amnesty will be granted if they elect to be cured of their condition. They should be given this choice by the guards that discover them.

Demonic Corruption Amendment

The following amendment to the laws was conceived by the Lismorean Council and ratified by His Majesty Emperor Xahu Fu Sheng in order to address the matters of demonic tainting and corruption:


Demonic corruption is an illegal act punishable on an individual case basis.

Demons must inform those they associate with intimately that such closeness is very likely to bestow upon them demonic taint. Consequences of what demonic taint entails may vary but it is to be understood that it may affect a person physically and emotionally and spiritually in a way that is generally considered negative. Demons are still barred from corrupting people (see below).

Free folks who willingly choose to associate with demons and expose themselves to their influence may choose to request to be corrupted if they believe that will be the best course of action in their lives. In that case the demon and the person in question must be interviewed/examined by an appointed official who will issue judgment on whether the person is choosing corruption out of their own free will or not.

Legally acquired slaves are at the will of their masters and aren't entitled to choosing whether or not they are affected by their master's influences should those masters be of demon kind. Exceptions are indentured servants and those for whom slavery is not a permanent status.

If those choosing to be corrupted are found to be doing it by their own will, a permit will be issued thus allowing the corruption to take place.

The same rules above apply for any binding demonic pacts that might compromise someone's free will of mind and body.

Demons found to be coercing others to accept their influence will be in contempt of law and are to be dealt with as such.
