To all concerned,
It has come to our attention that, lately, some members of the royal guard and even the royal family itself have been behaving inappropriately in and outside of the palace.
Please bear in mind that members of the royal family are looked upon to provide a good role model for other citizens. Embarrassing or insulting other members of the royal family, especially the emperor or empress, is behavior that is unacceptable, particularly when there are members of the public present.
Further, Raven would like to remind the royal guard that she expects a strict level of emotional discipline and obedience to the royal family and superiors from the royal guard, and that she doesn't want to hear any further reports of unprovoked threats towards citizens, on duty or off, from the guard.
Members of the royal family and royal guard are expected to follow a high standard of behavior. Failure to do so makes everyone look bad.
