Citizens would have reported witnessing three people emerging violently through the ground on the new park area! Two of them, one identified as the angel Velin, stayed down while the third one flew away.
Afterwards Velin was reported to start attacking people while others tried to subdue him.
There haven't been official Guard reports on the incident yet.
The hole through which they emerged has been patched up.
