All powercores made with sacrifices are to be turned in to the High Priestess Mariah of the Temple or to the authotities in the city within a timely manner; those who withhold such powercores will be declared in contempt of the law and will face jail time and have all their possessions confiscated.
Those that require a powercore for their normal functions and health and don't grow one naturally will be given one manufactured by Lismore's Institute of Arcane Arts.
