By order of Empress Ewyllyn Fu Sheng, effective immediately, Zeela Soulstar is hereby appointed the title of Custodian of the Caves. Xela Soulstar is by extension no longer a resident of the caves and shall be relocated, and Phoenix as a faction will cease to be.
Full transcript of the decree as follows:
I, Ewyllyn Fu Sheng, hereby withdraw all rights and permissions given to Xela Soulstar and her faction, Phoenix, to possess, maintain and manage the cave structure underneath Lismore City, and grant Zeela Soulstar the title of Custodian of the Caves, with all privileges, responsibilities and power that entails such a rank. Your mission is to bring order to the caves, specifically, and how you wish to go about it will be up to your own judgment. As custodian, you will have every right to make changes to the infrastructure of your assigned area as you please.
Furthermore, Phoenix as a faction is to be uprooted and disbanded in its entirety. Whether you wish to establish a new faction down there will be up to you, and must go through the same processes as any other to be recognized in our official roster.
Additionally, Xela Soulstar is to be removed from the caves, by any means you deem necessary. You will have two whole years from tomorrow to dispose of the faction and relocate Xela. If, by the deadline, either one persists, the guard force will intervene and make it happen.
Finally, as Custodian, you are obligated to make monthly reports to the Crown of the progress down there and to keep track of the economy. You will be tax-exempt while you establish yourselves, but if at some point the economy grows to the point where we deem it sustainable, taxation shall be implemented.
