The code is actually a Vigenere Cipher, So those within zenko would have been trained to solve it. For those that dont want to go and actually decode this, I'll post the translated version below in white text.

these messages would be delivered by Armed zenko runners flanked by a pair of zenko crossbowmen. Any attempt by non zenko to aprehend these messages by force would have resulted in the crossbowmen firing while the runner sends up a distress flair.
To the zenko members who receive this message it would mean that new armor is being prepared for release and a new project is in dire need of bodies.
The zenko normally only use these types of codes in times of war or for highly sensitive information during peace time.

Now then what this actually means in game is i've been working on an update to the old zenko armor which has been with us for a long long time. it's nearly done even as i post this and it just has the boots and the gloves to do so literately it's almost done. It also means that the zenko's RnD devision is working on a new weapon similar to the zenko crossbow but the team needs troopers willing to beta test it so they have a group who can later train others on how to use it. This project is of course the Zenko Musket. no zenko magelock pistol yet that will come after the musket.
So finally the zenko are getting updates to both arms and armor after many years IC of not getting updated armor or weapons. the last set of weapons produced was the dark technology weapons during the second zenko war, this also includes the Zenko Crossbow.
If you would like access to the zenko crossbow, the Dark technology Sword, The Dark Technology Axe, or the Dark technology Mace please contact Caex Silverfall in game. Also Similarly if you dont have the old zenko medium armor let me know and i'll get you a set. All Zenko would have easy access to this equipment. ease of acquisition is literately going to the quartermaster and having him fit you with a set.
As for current weather, the Medium armor is insulated so for the warm weather critters out there who are a member of zenko this would be incentive in itself to acquire a set.
