As decreed by His Majesty Emperor Ascari Fu Sheng, The kobold female Khalita is hereby authorized by the Lismorean authorities to employ the services of local licensed necromancers in order to animate the bones of fallen First Kingdom orc foes, to be used as workers during the digging operations to be conducted in the mines in the High Garden isle.
The bones are to be collected from the Renegades desert, and then to be given proper burial once the excavations are concluded.
