Lismore City / Lismorean Hierarchy

Who's who of Lismore, and what they do!

Lismore is an absolute monarchy, with a relatively straight-forward chain of command described below:



Monarch
  Styled as Emperor/Empress, the monarch is the absolute ruler of Lismore and its territories (the Lismrean Empire). It's up to the monarch to create/approve laws, appoint enforcers of such laws, manage titles of nobility and ownership, and appoint/command anything to anyone anywhere. It's the top of the food chain. Nobody overrules the monarch.


Monarch's Spouse
  Styled as Emperor/Empress. Equally powerful as the monarch, except that the spouse can be overruled by the monarch.


Prime Minister
  The Prime Minister is in charge of carrying out administrative tasks of the highest levels when the monarch or the spouse are unavailable for such or have delegated the task. The Prime Minister has the authority to pass judgment in court, enforce laws, and manage affairs of the empire for the monarch. The Prime Minister can be overruled by the monarch and spouse unless following orders explicitly from the monarch.


Captain of the Guard
  The Captain of the Lismorean Guard is in charge of the law enforcement in Lismore. The Captain of the Guard has the authority to enforce the laws, and pass judgment unless someone else has been specifically appointed to the role of judge by the superiors. It's the job of the Captain of the Guard to evaluate and approve new recruits and to maintain the quality and integrity of the ranks of the Lismorean Guard.


Lismorean Nobility
  Nobility in Lismore is appointed by the monarch, with titles of Knight and Dame, or relative to specific appointed roles such as Governor, Overseer or Warden. The nobility has authority similar to that of the Captain of the Guard, except they may not assemble armed forces of their own, and while the Lismorean Guard can be commanded by them, they can be overruled by the Captain of the Guard (and superiors). Governors of distant provinces may assemble militias, however those would still be subject to the authority of the Captain of the Guard and superiors.


Commander of the Army
  The title of Commander of the Army is a quasi-noble title with a fluid nature, it can have permanently assigned holders, but often is temporarily assigned to individuals with distinguished abilities and the hierarchy within its ranks can be changed to suit specific situations. At its highest, the Commander of the Army has authority above the Captain of the Guard (and those beneath that), when Lismore's forces are mustered against an enemy in times of war. Normally the Commander of the Army only has authority over enlisted troops and guards and while they can enforce Lismorean Law they are not expected to handle civilian matters and are not in charge of judgments. The Commander of the Army can recruit/dismiss soldiers for the reserves and in times of war, but can not assign or dismiss members of the Lismorean Guard (that is a job for the Captain of the Guard).


Lismorean Royal Prince(ss)
  The Royal Prince(ss) is one who is an offspring of the monarch. While their offspring could also have the tile of prince(ss), they have no inherent authority from that. The Crown Prince(ss) is the heir-apparent to the throne of Lismore and regarded as higher in the hierarchy amidst the royal offspring and a higher priority, although ultimately the authority of the Royal Prince(ss) is that to command their assigned guards within the limits of the law. The Royal Prince(ss) can call for arrests, but unless specifically assigned the role of judge, can't pass judgment.


Appointed Officials
  Appointed Officials have authority over specific matters besides any other authority they may possess, and are only overruled by those who appointed them (or the ones above those). They may delegate tasks within their role but must seek out the proper authorities for anything beyond their appointed role.

Lord Solrin Natine of house Aurumcauda, knight of the realm, is hereby created Governor of the Lismorean territory of Blackstone.

The title of Governor is given in perpetuity and can be passed down to Lord Solrin's heir. It implies the ruling of the city of Blackstone and its lands in accordance with Lismorean law, the collection of taxes, and enforcement of the law.

Events / Re: War Council (First Kingdom War)

To conclude the War Council, the leaders of the Alliance have gathered to decide the fate of the former First Kingdom's territories.

King Balmung and Queen Brielle would have lands assigned to them in areas that were closest to their respective realms. Lismore, possessing the fastest airships, would take the further lands, and the former capital of the First Kingdom, Progeneta (ultimate fate of the city is still pending).

The Aurumcauda fennecs, as compensation for their invaluable assistance in the war effort and fulfillment of their agreement with the crown, will be granted ownership of Blackstone, and governorship of the territory under the Lismorean Empire.

Individual awards will be handled by the crown in the upcoming weeks.

Keeping with the constant flux of changes within the royal household, Emperor Xahu Fu Sheng has changed his designated heir, appointing his youngest son Ascari Fu Sheng as next in line to the throne.

Xahu would reveal to the Council now that, with the utmost secrecy, an airship had been built during winter!

The project and work had been kept in absolute secrecy due to strategical and tactical reasons, and because it was privately financed and Xahu himself was skeptical that it could be done during winter, a time notorious for bringing all construction to a halt! So there was also not the need to get people's hopes up and risk disappointment and having to re-work the plans for the attack against the First Kingdom.

The new ship, christened Aetherwing, will be captained by Sabine Rousseau, who has been training her crew and now as the ship undergoes its final sea trials... er... air trials, will be ready to launch as soon as the offensive plans are ready!

It's important still that the Council members only tell people about this new tactical advantage on a need-to-know basis. Public announcements will be made on the eve of battle.

The demon-ramau Ra'id has taken a bargain plea regarding his sentencing, choosing to have his demonic nature purged out of him. The High Priestess Mariah invoked the power of the Temple gods and has thus turned Ra'id into a non-demonic ramau.

As such, his sentence of servitude is hereby annulled, and Ra'id is now free, though still under observation.

On this day 160 of year 28 of the Fourth Age, Princess Eliana is born to Prince Ascari and Princess Daliyah Na'Varr Fu Sheng!

To celebrate the birth of his grand-daughter, the Emperor has commanded that the Rabbit Hole Inn should serve free food and drinks to its patrons!

Xahu would address the War Council, but first...

- Xahu would have pulled aside select few to inform them of a beyond-top-secret project in the works: Ewy, Kami, Miri, Anzhelina, and Relina would be told that the Aurumcauda fennecs (Solrin, Sapphire, Samir) had approached him with a secret proposal, to use their various industries (the brickworks and metalsmithing and tass-processing, which all tie in with wood suppliers and glass (Vheljen) suppliers and plenty of labor force) to fabricate separate and in secret the parts needed for the newest airships, and have it assembled in a secret location, thus leaving the shipyard looking like it's in slow-gear due to winter, deceiving potential spies about their true intentions and capabilities. The fennecs assured that they could have at least one airship of the newer model finished before the end of winter, and if they managed to pull tha off, Xahu would want to attack during winter, when the enemy would be bogged down by the inclement weather and believe everybody else to be as well debilitated by it, as the experts are forecasting a harsher-than-usual winter this year! This information was absolutely secret and not to be shared with anyone at all!
Mezmer would be told (by someone else, so it's not Xahu telling him about something trivial) that the fennecs would be making a push to supply materials for Lord Ausar's home renovations, so he doesn't get suspicious of an increased activity in the industries down in New Eden, and Ausar would be told that his plans for adding to the Ausarium were approved and that the fennecs would be handling it since they showed they can build during winter! -


...with that out of the way, Xahu would address the War Council, agreeing that the air support is essential and they should remain at ready in case of attacks, but should wait for the airship(s) to be finished and operational before launching an attack intent on decimating the enemy once and for all!

The troops should continue their standard training and have special training concerning specific locations they may be deployed to based on information that was being acquired by their 'special forces' infiltrating enemy territory.

By order of Emperor Xahu Fu Sheng, the prisoner demon-ramau Ra'id is to be outfitted with a modified version of the foxramau necklaces, and Princess Daliyah is to become Ra'id's custodian until further order.

Quilin is to be kept under the care of the Temple until they determine she's sound of mind and body to re-join society.

Ra'id is not permitted in the in Cruentus Island and therefore in the Temple until second order.

In recognition for their many services to the Empire, Emperor Xahu Fu Sheng has created the fennecs Solrin Natine, Malik Nejem, and Sarah Nejem, of the newly created House Aurumcauda, respectively Lord Solrin Aurumcauda, Knight of Lismore, Lord Malik Nejem Aurumcauda, Knight of Lismore, and Lady Sarah Nejem Aurumcauda, Dame of Lismore.

This title grants Solrin, Malik, and Sarah distinguished honors among fellow Lismorean citizens. As a hereditary title it may be passed down to thier firstborn son or appointed heir.

Lismorean Guard / WANTED: Joziah and Accomplices

Emperor Xahu Fu Sheng would have quietly put in word to the Guard to arrest and bring in a man by the name of Joziah, dead or alive (preferably alive), for questioning on his involvement with a recent assault on Princess Yuna that happened in the forests at the Temple.

Joziah's description is that of a black-furred feline with red markings. He's known to have accomplices in the matter, who are also wanted if one can positively identify them.

This title grants Ausar distinguished honors among fellow Lismorean citizens. As a hereditary title it may be passed down to his firstborn son or appointed heir.
